If both the Chancellor and Vice Chancellor die, there are typically established protocols in place to ensure continuity of leadership within the organization. Depending on the organization's structure and governing documents, there may be designated successors or interim leaders who would step in to fulfill the roles of Chancellor and Vice Chancellor until permanent replacements can be appointed. On the other hand, Helmut Kohl is also highly regarded for his role in German reunification and his contributions to European integration. Ultimately, the assessment of who was better depends on individual perspectives and priorities. **
